SIR DAVID ARCULUS has experience in four particular areas. In the Telecoms and Utilities space he was Chairman of O2 up until 2006, when he became a director of Telefonica, having led O2’s merger with that company. He has also served as Chairman of Severn Trent, the water and waste group. In the financial world he is Chairman of Numis, the stock broking and investment company, and prior to that served as a non-executive director of Barclays for almost ten years. David also has extensive media experience, having been Group Managing Director of EMAP, Chief Operating Officer of United Business Media, and Chairman of Earls Court and Olympia. He currently Chairs four media companies, which are backed by private equity/sovereign wealth. David has experience of the Public Sector from his four years as Chairman of the UK Governance Better Regulation Task Force up to 2006. He achieved a number of reforms of regulation working alongside the then Prime Minister, Tony Blair, and currently serves as an advisor to the Conservative Party on improving regulation.
